栾信杰，1965年10月生，山东潍坊人。中国计量学院经济与管理学院教授，浙江省哲学社会科学重点研究基地——浙江省产业发展政策研究中心教授，浙江省高校人文社科重点研究基地(标准化与知识产权管理)教授，硕士生导师，浙江省国际贸易学会理事，浙江省经济学会理事，教育部人文社科重点研究基地——对外经济贸易大学中国WTO研究院高级研究员。在欧美刊物Journal of World Trade，The Journal of World Investment & Trade，Global Trade and Customsoms Journal，The Colorado Journal ofInternational Environmental Law and Policy及国内《国际贸易》、《国际贸易问题》、《国际经贸探索》等发表中英文论文60余篇，12篇论文被SSCI、IFLP、ISTP、ISSHP、人大报刊复印资料等收录或全文转载；主持完成浙江省社科规划重大招标课题1项，承担浙江省高校人文社科重点研究基地课题1项；现已出版著作和教材3部。
